New service for Exit Summary Declaration

Port-wide solution for easy submission of
Exit Summary Declaration in preparation

A new European directive makes it compulsory for shipping companies, shipping agents and other agents to submit an Exit Summary Declaration (EXS) for outgoing cargo for which the safety and security data are not (or no longer) available to Customs in any other way. To make this as easy as possible, Portbase is currently developing the Exit Summary Declaration service.

The new Exit Summary Declaration service provides a solution, via an e-form, for all port sectors. For the container sector, the service offers the following extras:

  • In the case of transhipment, the reuse of information already available in the Port Community System via de service ‘Cargo declaration import’.
  • Automatic addition of the MRN obtained following an Exit Summary Declaration to the outgoing manifest, so that this can easily be presented to Customs as one whole;
  • Option fornotifying the container terminal that an Exit Summary Declaration has been drawn up, so that the terminal can de-block the relevant container and load it onto a ship.

For all port sectors, the new service for the Exit Summary Declaration completes the export services provided by Portbase.

Available mid 2012, Customs compliant
The obligation to submit Exit Summary Declarations has applied since 1 January 2012. For a long time, it was not clear exactly how it would work. For this reason, Portbase waited before developing a solution. The aim is that the Exit Summary Declaration service will be available to the market in mid 2012. If you inform Customs that you plan to start using the new Portbase service, they will temporarily permit the lack of Exit Summary Declarations.
