Changes in Declaration Food & Consumer Products due to migration Traces NT

Due to new European regulations the Netherlands Food and Consumer Product Safety Authority (NVWA) is obliged to register all veterinary declaration in the European system TRACES NT (short: TNT). To comply with these regulations, the NVWA made adjustments to its VGC system and the veterinary declarations.
As a result of these changes, we have adjusted our service Declaration Food & Consumer Products accordingly. Several new input fields have been added and/or changed. Read about the changes on our support page (available in Dutch).

Please note: a number of the new input fields are mandatory.

The changes will go live this Thursday evening, 25 March. This means that from 19.00 to 21.00 hours the service is temporarily unavailable for submitting new veterinary declarations. After this update, you can use this service again. When doing so, please note the new input fields. We apologize for any inconvenience caused.

More additional features in HCN Barge as of 16 March

As of the 16th of March 2021, Hinterland Container Notification (HCN) Barge will once again feature some additional functions. They constitute the next steps in the process toward the go-live of the integrated planning by Nextlogic.

Automatic cut-off unloading/loading lists for ECT
Following a number of improvements, HCN Barge will resume the automatic cut-off of unloading/loading lists for all barge calls to the ECT Delta and the ECT Euromax as of the 16th of March 2021. For both terminals, this cut-off is 8 hours before the scheduled arrival time of the barge. This applies to both full and empty containers. HCN Barge will only send ‘green’ pre-notifications to ECT at the cut-off moment, provided that a minimum call size is met as well.

Earlier submission of unloading/loading list

ECT encourages barge operators like yourself to submit an unloading/loading list as soon as its status is ‘green’. Specifically for calls to ECT, HCN Barge offers the button ‘Send load/discharge list’ for this. Not waiting until the automatic cut-off allows ECT to even better anticipate the barge call. You can make changes up to the cut-off moment. Newly added icons in HCN Barge offer you improved insight into the various statuses of the unloading/loading list and any pre-notifications that have not yet been submitted in that respect.

Reporting Fixed Windows and Barge Transferium Maasvlakte in HCN Barge

Do you have agreements about Fixed Windows and/or the Barge Transferium Maasvlakte (BTM) with one or more terminals? As of the 16th of March, you select the corresponding code from a drop-down list in HCN Barge when pre-notifying your call. You can see how to do this here.

Updated HCN Road now available for web users

From today (March 1st), the updated web version of Hinterland Container Notification (HCN) Road is available for road hauliers working via the web screens.

From now on, you can still process your existing prenotifications in the old environment. All new prenotifications should be submitted in the updated HCN Road. You can see how to do that and what the change will involve for you on this overview page under ‘how to’.

API for new service Cargo Controller now available

To create a system link with our upcoming service Cargo Controller, please visit Download API documentation now. In April 2021, Cargo Controller will replace the existing service Cargo Information, which works via EDI. With the arrival of Cargo Controller, we are offering a new API link. The sooner you create the API link for Cargo Controller, the sooner you will experience the benefits of this new service.

EDI link
Current customers of Cargo Information can continue to work through the existing system link for the time being. We will inform these customers in a timely manner when we will discontinue the EDI link. However, new functionalities of Cargo Controller are then only available via the web. For optimal use of Cargo Controller, the API link is required.

Please note! The API now available is version 1.0. Further expansions will follow in the course of the year. Subscribe to our RSS Feed for automatic access to the latest API specs. That way, you will always be up to date with the latest developments.

New services put you in control
Cargo Controller is the new Portbase service for viewing, tracking and managing import cargo. The service enables the user to take control of all incoming cargo flows. This applies to containers, trailers, general cargo and bulk. Compared to Cargo Information, Cargo Controller offers more options, a better overview and greater ease of use – for example, in responding to the requirements of the Container Release Message in real time. The Container Release Message will be introduced by customs in 2021. We will send you more detailed information about all the benefits of Cargo Controller and about pricing later this month.

Easier declarations thanks to the updated service Cargo Declaration Import

Following a successful pilot with a number of container-shipbrokers and bulk agents, Cargo Declaration Import 2.0 is scheduled to go live. On 1 February, we will automatically migrate all clients to Cargo Declaration Import 2.0. This means that for all vessel visits scheduled on or after this date, you will need to declare the import cargo in the updated service. The service will appear as a separate tab next to the tabs for Vessel Notification and Notification Dangerous Goods.

Cargo Declaration Import via a system interface
You will still be able to submit your IFTMCS messages as you were accustomed to doing. The content of the message will not have changed. We will process the messages automatically in the updated service.
It is also possible to arrange an API link to the service. This offers an alternative to the EDI messages and email notifications, but also allows the parties involved to receive updates from MRNs, discharge confirmations (including overlanded and shortlanded) and status reports from Customs via the API connection. Most important benefits of the updated service
• Offers you comprehensive oversight of your vessel and cargo declarations, all on a single screen.
• You can easily look up the who, what and when of any declaration, as well as when the declarations were accepted by Customs.
• The service will automatically determine whether an ENS and/or ATO must be submitted to Customs. In cases when an ENS is needed first, once Customs has approved that ENS, an ATO will then automatically be submitted to Customs as well.
• You can send an update to Customs at any time
• The possibility of an API link
This update has also been applied to the services Discharge List, Discharge Confirmation Report, Discharge Information and Cargo Declaration Status Report. What’s more, the benefits provided by these services will work in combination with the updated Cargo Declaration Import as well.

The new and improved Cargo Declaration Import offers scalability and flexible cloud-based availability, meaning it has the ability to optimally facilitate new developments such as the European Maritime Single Window environment and the European Import Control System 2.0. And all of this is done while maintaining the most up-to-date security standards. Cargo Declaration Import forms a cornerstone of Portbase’s services. Because various data elements are reused in other Portbase services, they supply added value in terms of speed, transparency and efficiency further along in the logistical chain.

    Brexit: trade agreement, but also customs formalities

    On 24 December, the European Union and the United Kingdom concluded a trade agreement that will enter into force on 1 January 2021. It is good news because now at last companies have a better idea of where they stand. However, it also means that those companies will have to deal with customs formalities. It is essential to be properly prepared to do business with the United Kingdom through the ports, the air or the tunnel.

    Importers and exporters need to make a customs declaration. This declaration plus booking information must be prenotified to Portbase. This applies to all Dutch ferry and shortsea ports and is intended to ensure a smooth flow of traffic. Portbase has spent two and a half years working on the preparations for this new logistics transport chain with the port authorities, the Directorate-General for Public Works and Water Management, customs, ferry companies, shortsea terminals, sector bodies and interest groups.

    All of these preparations are aimed at making the transport of goods to and from the ports as smooth as possible and minimising the risk of congestion and delays. Ferry and shortsea customers have been informed that only cargo which has been prenotified digitally via Portbase may enter and leave the terminal. For trucks (heading to ferry terminals) whose cargo has not been prenotified, there are temporary parking spaces available near the ferry terminals. Traffic circulation plans are in place for this eventuality. Shortsea terminals will be asking drivers to go to a public parking location. Once there they can contact their clients or planners to sort out the customs formalities and/or the digital prenotification. Over the past two years, the joint Get Ready for Brexit campaign has informed and encouraged companies and public authorities at home and abroad to prepare for the forthcoming changes.  Registering with Portbase is an important step in this regard.

    Portbase has set up a digital ‘application street’, with the aim of simplifying and speeding up the application process for Brexit-related (and other) services for clients. Portbase is also deploying extra capacity (using both in-house and agency staff) to cope with a peak in the number of applications in December and early January. However, in the final weeks of 2020 and early January, Portbase will be giving priority to companies that have made their preparations in good time but need support with setting up or using the services. Companies that have failed to prepare and therefore approach us at the last minute will have to join the back of the application queue and run the risk of not being ready on time. That is entirely their own responsibility.

    Hauliers, terminals and other stakeholders will have to get used to the new reality.  Despite all the preparations and precautions, there is a possibility that the logistics process may not run as smoothly as normal in the early part of the new year.
