This new functionality makes it much easier to submit an application \u2013 there&#8217;s no need to complete a blank form and send it by email anymore.<\/p>\n\n\n\n<p>Read <a href=\"https:\/\/support.portbase.com\/hc\/en-gb\/articles\/32917525476754-Start-with-Exemptions-in-Vessel-Notification\" target=\"_blank\" rel=\"noreferrer noopener\">here<\/a> how it works.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Correct berth information required<\/h5>\n\n\n\n<p>PCS supports you by automatically pre-filling the application using data from your vessel visit. To amend, open the request and make the changes \u2013 you&#8217;ll receive an email with the subject line \u2018Amended\u2019.<\/li>\n\n\n\n<li>Cancelling requires a <strong>validation step<\/strong> to prevent accidental deletions. See the manual for details.<\/li>\n\n\n\n<li>If the ETA changes, an automatic update is sent to the HCC and the agency \u2013 no action is needed.<\/li>\n\n\n\n<li><strong>Important:<\/strong> If the new ETA also affects timings of related activities, you must update the application with the correct start and end times yourself.<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">Dutch\/English<\/h5>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All questions in the form are in English, but you are free to respond in Dutch if you prefer.<\/li>\n\n\n\n<li>The exemption itself will always be issued in Dutch, as required by law.<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">Legislation<\/h5>\n\n\n\n<p>New legislation (WMEBV \u2013 <strong>Modernisation of Electronic Administrative Traffic Act<\/strong>) prioritises this improvement.<br>\nThis new process is also more modern and user-friendly compared to the old way of downloading, completing, and emailing a form.<br>\nWMEBV also requires us to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Provide confirmation of receipt<\/li>\n\n\n\n<li>Give insight into the status of your application<\/li>\n\n\n\n<li>Return the outcome digitally<\/li>\n<\/ul>\n\n\n\n<h5 class=\"wp-block-heading\">Phase 1: Email to the HCC (Harbour Coordination Centre)<\/h5>\n\n\n\n<p>You no longer need to email the HCC manually. Once submitted via PCS, an email with your application is automatically generated and sent to the HCC when you click <strong>\u2018Save and send\u2019<\/strong>.<\/p>\n\n\n\n<p>The HCC will continue to process this email in the same way as before.<br>\nYou\u2019ll receive a copy of the application at the provided email address.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Phase 2: PCS-VTH Interface<\/h5>\n\n\n\n<p>By developing these forms at a central, logical location (PCS), we\u2019ve taken the first step towards full digital processing by the Harbour Master of all permit and exemption applications.<br>\nThe Harbour Master will use a <strong>VTH application<\/strong> (VTH = Permits, Supervision &amp; Enforcement).<\/p>\n\n\n\n<p>This will streamline application assessment and ensure consistency. Applicants will receive automatic updates on the status and result of their request, ensuring compliance with the new legislation.<br>\nThis VTH system is expected to go live around <strong>mid-2026<\/strong>. At that point, applications will no longer be sent via email but directly through an interface to the VTH system.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">MyPort<\/h5>\n\n\n\n<p>Until further notice, the following four applications must still be submitted via <strong>MyPort<\/strong>:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Navigation on the Oude Maas<\/li>\n\n\n\n<li>Activities<\/li>\n\n\n\n<li>Special transport<\/li>\n\n\n\n<li>Berth outside of PET<\/li>\n<\/ul>\n\n\n\n<p>HAMIS (the Harbour Master&#8217;s system) currently includes the required functionality to process these specific requests. This functionality will be included in the VTH system at a later stage.<br>\nOnce integrated, these four applications will also move to PCS, allowing all applications to be submitted in one place.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Applications via Vessel Notification<\/h5>\n\n\n\n<p>From now on, all exemption and permit applications (except the four in MyPort) must be submitted via Vessel Notification in PCS.<br>\nWe kindly request that you stop using downloaded forms and instead only use PCS (or MyPort where applicable).<\/p>\n\n\n\n<p>Full List of Applications can be seen below.<\/p>\n\n\n\n<h5 class=\"wp-block-heading\">Portbase Support Page<\/h5>\n\n\n\n<p>Would you like to know more about this new functionality?
