Step-by-step introduction of Notification Ship’s Stores

We are currently putting the finishing touches on the construction of the service Notification Ship’s Stores. At the end of November, a pilot involving companies from the working group will begin. Once this pilot has proven successful, all other parties who have signed up to take part will be able to start using the new service in December. Our Service Desk will notify you of your company’s exact activation date in a separate message.

Notification Ship’s Stores offers you a practical solution for meeting the new upcoming Customs obligation. From 29 December 2017, you will be required to electronically notify the ship’s stores on board all visiting vessels to Customs. Using an IMOFAL 3 form will no longer be allowed after that point. Our new service is suitable for all Dutch ports.

In the future, also via the service Vessel Notification 2.0
Notification Ship’s Stores will initially be offered as a separate service within the Port Community System (PCS). In early 2018, the service will also become available as a task in Vessel Notification 2.0. We will then be creating that additional task for those Vessel Notification 2.0 participants who also use Notification Ship’s Stores. In those cases, a portion of the data will be filled in for you automatically.

Pre-notification of export documents via Portbase also required at APM Terminals Rotterdam and ECT

From now on, APM Terminals Rotterdam and ECT are making it mandatory to
pre-notify export documents via the Portbase service Notification Export Documentation. This applies at all times and to all containers, whether they are being brought into the terminal by road, barge or rail. Delivery will only be
possible from the moment the pre-notification has been approved in the
Port Community System.

APM Terminals Rotterdam: implementation starts 11 November 2017
Specific details on how to pre-notify your export documents to APM Terminals Rotterdam via Portbase can be found in this message.

ECT Delta and ECT Euromax: implementation starts 15 November 2017
In this letter you will find further information on submitting pre-notifications to ECT,
as well as an explanation of the rules for when an export document has not been
pre-notified via Portbase at the time the container arrives at the terminal.

The pre-notification of export documents via Portbase has been mandatory at APM Terminals Maasvlakte II and RWG for quite some time.

Now also pre-notify your export containers to Kloosterboer Vlissingen

Now you, as an exporter or forwarder, can also pre-notify your outgoing containers to Kloosterboer Vlissingen, via the Portbase service Notification Export Documentation. Five basic pieces of information are enough. This allows the terminals to optimally prepare for the arrival of your containers. You are assured of a fast and reliable terminal handling in Zeeland as well.

And with the accompanying service Track & Trace Export, you can follow your cargo along its journey: from arrival at the terminal all the way up to and including departure aboard a sea-going vessel.

You can now easily subscribe to the service Notification Ship’s Stores via our website. Our new service offers you a practical solution for meeting the upcoming Customs obligation to electronically notify the ship’s stores on board all visiting vessels. Background
The mandatory electronic notification of ship’s stores is part of the Dutch government’s implementation of the Single Window for Maritime and Air. Phase two of the new central government checkpoint will involve notifying all cargo – import, export and vessel provisions – to Customs. As in Phase one, we will ensure an invisible link to the Window from the PCS. Portbase clients will be able to continue working as they are accustomed to do so. We will automatically forward the cargo notifications for Customs to the Single Window for Maritime and Air. The only aspect that will require action on your part is the notification of ship’s stores, which you can take care of by subscribing to this new service via the link above.

No more access for those using outdated browsers

From 1 January 2018, it will no longer be possible to use an outdated browser – such as Internet Explorer 7, 8, 9 or 10 – to access the Port Community System. We are taking this step for security reasons. If you are still using an old browser, we recommend that you immediately switch to Google Chrome, Internet Explorer 11 or more recent, Microsoft Edge, Firefox or Safari.

We at Portbase want to guarantee secure communication at all times, for the benefit of our entire community. The aforementioned outdated browser versions (Internet Explorer 7, 8, 9 or 10) have not been supported by Microsoft for quite some time. What’s more, with a secure, current browser you will also have the advantage of experiencing the fresh new look of all our services.

Road Planning will become Hinterland Container Notification

Portbase is introducing Hinterland Container Notification. In the coming months, this new service will be replacing the Road Planning you are currently using. Implementation will begin with the hauliers that work via the internet. We intend to start a pilot with a number of them in late October. That way, we can work together to ensure that the service is ready for use.

Important improvements offered by Hinterland Container Notification (as compared to Road Planning) are that it will become even easier to link a container to a visit, status information will be received more quickly and the user-friendliness in general will increase. An overview of all the many benefits can be found here.

In future, Hinterland Container Notification will replace all our existing hinterland services (Road Planning, Rail Planning and Barge Planning). The development of the initial phase for road hauliers will take place in close cooperation with a working group including transport companies and container terminals.

Road transport pilot
The pilot involving road transport is scheduled to start on 23 October 2017. We have divided the thirty companies chosen to participate in this pilot into four groups, which will be connected to the service in phases over a period of eight weeks. These companies will then begin using Hinterland Container Notification for their operations. As each new group is added, we will closely monitor the service’s function. Only when it is performing as it should will we add the next group of road hauliers. The schedule for the pilot is as follows:

  • The first five clients will be connected one at a time and will receive intensive guidance and supervision from us;
  • We will then connect five more clients with remote supervision;
  • The remaining twenty clients will be connected by our Service Desk in two groups of ten.

At the end of the pilot, the pilot group will determine whether the new service Hinterland Container Notification is an effective replacement for the current service Road Planning. As soon as they give the green light for further implementation, we will let you know – at the earliest opportunity – how we plan to connect your company to Hinterland Container Notification as well.

All Portbase services get a fresh new look

We have exciting news! All our services in the Port Community System (PCS) are getting a fresh new look. Following in the footsteps of Vessel Notification 2.0 and Cargo Information, we will soon be offering all our services in the new Portbase house style. In doing so, we will be responding to a desire heard frequently during our recent customer satisfaction survey. The change will go into effect on 10 October 2017. From the very first log-in after that, all your screens will have the new updated appearance.

Good to know: all data fields to be filled in will be in the same places as always, and all functions will continue to operate as you are accustomed. What you will notice, however, is that the screens are laid out in a wider, more spacious manner. This provides you with a better overview – and makes scrolling horizontally a thing of the past.

This fresh new look will be evident when you work with a secure, current browser: Internet Explorer 11 or more recent, Microsoft Edge, Google Chrome, Firefox or Safari.

Still using an outdated browser?
The new look of our services is not available for older browsers. We recommend that you switch to a current browser version. This is something you will need to do soon, in any case. That’s because as of 1 January 2018, for reasons of security, we will be blocking access to the PCS for outdated browsers.

New service Notification Ship’s Stores is coming this autumn

New government regulations taking effect at the end of 2017 will require you to notify ship’s stores on board visiting vessels (the existing IMOFAL 3) to Customs electronically. In order to make this as easy as possible for you, Portbase is currently getting ready to launch the service Notification Ship’s Stores. We’re doing so in cooperation with a working group from the professional sector . The new service will therefore be able to seamlessly match daily practice.

In terms of its design, Notification Ship’s Stores will be similar to the previously introduced Notification Crew and Passengers. First, the captain enters the ship’s stores into an Excel sheet, after which you – the shipping company, shipbroker or shipping agent – will upload this list to the Port Community System (PCS). We will then forward the data in the correct format to the Single Window for Maritime and Air (previously known as the Single Window for Maritime).

Notification Ship’s Stores will be made available to you well in advance of the date
the law goes into effect, 29 December 2017.

Part of the second phase of Single Window for Maritime and Air
The electronic notification of ship’s stores is part of Phase two of the Single Window for Maritime and Air. The Dutch government will begin its implementation on 1 September 2017. This initial introduction must be completed by 29 December 2017.

Phase two of the new central government checkpoint will involve notifying all cargo – import, export and vessel supplies – to Customs. As in Phase one, we will ensure an ‘invisible’ link to the Window from the PCS. You will be able to continue working via Portbase in the way to which you’re accustomed. We will automatically forward the cargo notifications for Customs to the Single Window for Maritime and Air.

Portbase shows you who did your Notification Export Documentation

From now on, shippers like yourself can easily see who submitted the Notification Export Documentation (MED) on your behalf (in the event you don’t handle your own MED). This helps keep delays in the logistical process to a minimum.

In practice, third parties often take care of the Notification Export Documentation for shippers. When a change to the MED is needed, it must be made by the same party who submitted the MED in the first place.

Until now, the identity of the notifying party was not always immediately clear to the shipper. In close consultation with terminals and the branch organisation FENEX, we are solving this problem for you: from now on, we will display the name of the notifying company on the web screens of the service Track & Trace Export. This will allow you to quickly contact them to make the necessary changes. Alternately, you can find the company name by entering the document number or the combination of container number and booking number in Track & Trace Export.
