Waalhaven Botlek Terminal is the very first inland terminal that will ask you from 13 October 2021 onwards to prenotify your customs documents using the service Notification Import Documentation. In the course of this month R.B.C. Terminal will also ask you to do so. Before a truck actually leaves for one of these terminals, it will also be easy to check whether all the requirements for the relevant import container(s) are in order via Import Status (as from 20 October 2021).
Prenotifying your documents via Notification Import Documentation speeds up the collection of containers. It means your driver spends less time at the counter. As an extra service, hauliers can check in advance using the service Import Status whether the document prenotification has actually been done and the container is therefore ready for collection.
Important! After your prenotification, the details of your customs document will no longer be checked at the counter. When you use Notification Import Documentation, you confirm that you have prepared your customs documents correctly. Please bear the following requirements in mind:
First inland terminals, more to follow
Waalhaven Botlek Terminal and R.B.C. Terminal are both located in the heart of the port of Rotterdam and function mainly as inland terminals. Portbase wants to connect more inland terminals at which containers are subject to customs checks in the near future. This will further improve the logistics chain, to the benefit of all parties. Notification Import Documentation and Import Status have been modified especially for this purpose.

Our updated service Cargo Declaration Export 2.0 for straightforward submission of customs manifests is nearing its market launch. The pilot involving participants from the container and ferry sector has been successfully completed. As of November 2021, we will therefore be switching all customers to the new service over a period of three weeks. One day before it is your turn, you will receive an e-mail from us about this. You do not need to do anything else.

The time has arrived! From 12:00 today, phase 1 of the Container Release Notice (CVB) is a fact. Avoid delays and work with a pre-declaration. Portbase offers the right status information and goods information 24/7 for the timely and correct submission of your further declarations via the service Cargo Controller.
You can keep track of all your containers and trailers arriving in Dutch ports. You can see the status of the arrival of ships (ATA) and the discharge moment of cargo in real time. In addition, Cargo Controller informs you about customs inspections (scans or physical checks) and you can see almost all the details of the Bill of Lading (B/L), including the weight.

As an intermodal rail operator, we recently migrated you from Rail Planning to our new service Hinterland Container Notification Rail (HCN Rail). If you work with a system link, this requires switching from EDI to API. These API specifications are now available for you in our Developer Portal.
Additional features
The sooner you establish the API connection with HCN Rail, the sooner you will experience the benefits of our new service. As of this fourth quarter, we are adding additional features to HCN Rail step by step, for faster and more efficient handling of trains at rail terminals in the seaport.
EDI converter free for one year
Need more time to switch from EDI to API? As a transitional arrangement, we are offering you an EDI converter for one year for free. This converter automatically converts data supplied in EDI to the API format required by HCN Rail. As long as you are still working with EDI, the new HCN Rail user options are available to you via the web.
Bulk trains from 1st quarter 2022
We will be migrating operators of bulk trains from Rail Planning to HCN Rail in the first quarter of 2022. At that time, we will add functionalities for this sector to the existing API specifications.

Dutch customs will be introducing the Container Release Notice step by step from 4 October 2021. The first stage of the Container Release Notice introduction will begin on 4 October. This means that from then on, customs will be performing stricter checks to ensure the correct completion of import declarations for goods brought in by sea that are in temporary storage. Notifying parties in all port sectors need to properly prepare for this because the first stage of the Container Release Notice applies to containers, trailers, general cargo and bulk cargo alike.

*Reminder for phasing out old EDI system connection
In April 2021 you were migrated from Cargo Information to Cargo Controller. If you were using the EDI system link with Cargo Information, you were able to continue working as usual. Since the launch of Cargo Controller, we have been offering a new API system link; a new technology that is ready for the future. On 11 February 2021, we announced that support for the legacy EDI system link will end on 31 March 2022. Your company (or your software vendor) needs to replace the system link before then.
We recommend that you switch to the API system link well ahead of time. That way, you will not only be prepared for new functionalities, you will also benefit from lower transaction charges (EDI €0.55 per transaction, API €0.36 per transaction). Naturally we are here to support you in migrating to the new system link. Read more about the new API system link here.

As of 23 August 2001, ECT will be offering you improved status information about your customs prenotifications via our service Notification Import Documentation. From that date, the service will automatically inform you whether your prenotification has been accepted or rejected by ECT, so enabling you to take action quickly if required. As a result, unexpected problems when collecting containers will be a thing of the past.
No action required
No action is required on your part to receive the receipt confirmations from ECT in Notification Import Documentation. As of 23 August, you will see the notifications in your web screen and we will send them automatically as part of our messaging to customers with a system link.
1st step towards mandatory use of Notification Import Documentation
The receipt confirmations are a first step by ECT towards making the prenotification of all import documents via Portbase compulsory. The existing option to prenotify via ECT’s own e-services will end on 13 September 2021. The phasing out of MRN Documents is part of the replacement of ECT’s E-Services. ECT has informed users of its e-services by e-mail.

As from 3 August, 12.00 hrs, for the pre-registration of your containers you will receive a TAR code for each container at Rotterdam Short Sea Terminals (RST). From Wednesday 4 August, drivers can report to the terminal entrance with this Truck Appointment Reference.
If the pre-registration is complete, the driver can drive on to the terminal and no longer has to go to the counter office. RST expects that these terminal visits will be on average 10 minutes shorter. Read more about the new working method with TAR-codes here.

If the pre-registration is not correct, the driver will be referred to the inspection gate (in the event of minor mistakes) or to the front desk (in the event of administrative mistakes).

Cargo Declaration Export 2.0 is nearing its market launch. In recent weeks, a pilot project was initiated involving several shipbrokers, in which the submission of manifests to customs was tested live. The responses from the participants were very positive. Portbase is now processing their feedback and will then extend the pilot further. From the fourth quarter of 2021, all members of the port community will be able to start using the completely updated service in practice.
Containers and trailers
Notification Cargo Export 2.0 works for both the container and ferry sectors. Both port segments participated in the pilot. The pilot is the ultimate test of whether what has been conceived works in practice. In the pilot project, clients prepared and sent manifests together with Portbase. As a result, a few more ‘must haves’ that are important to everyone were identified for the new service. These are now being addressed, along with some easy-to-achieve ‘nice to haves’. In general, the pilot participants were very satisfied with Cargo Declaration Export 2.0’s intuitive operation, the improvement in matching transhipment shipments and how easy it is to use when checking and submitting customs manifests. We would like to thank all the parties for their input.

As an existing customer, we will send you further information well before migrating you to Cargo Declaration Export 2.0 this autumn.
